Questions

Which .is.it launch dates are documented?

No launch events were returned for this page. That leaves commercial launch timing unknown; it does not establish that the extension had no launch phases.

What is the difference between IANA registration and public availability?

IANA registration records a registry event. Delegation and general availability are separate events, so an IANA date cannot by itself establish when the public could register names.
